NSV International Inc. (NSVI) will be back again to conduct “No Needle/No Scalpel” Vasectomy Mission in Cebu on Feb. 1-3, 2012 @SWU Sacred Heart Hospital and Feb 6 @ the Manila Adventist Medical Center.

No-Needle NSV is a modern, hi-tech vasectomy, which is a Safe, Simple & Quick (15 min. or less) no incision, no suture, just Band-aid! and lately No Needle! anaesthesia, almost always Painless!

This is a good Option and a great Opportunity for those who don’t want any more additional children! After NSV there is NO CHANGE in sex drive, in climax sensation, in the testes/scrotum, in erection or strength. This can even improve sexual relationship of the couples since there is so no more worries for unwanted pregnancies.

NSV Orientation/Education has been conducted for months already and during the mission. NSV is voluntary and intended only for those who are interested.

Many have already underwent NSV, i.e. workers, drivers, laborers, etc. The Fil-Am NSVI Founders themselves (and their families/relatives) have had their vasectomy many years ago, are satisfied, hence their strong advocacy for NSV esp. to the low income families with several children. Second NSVI Mission to Haiti – May/June 2011

In Plaisance there is no public electricity and no running water, but we had plenty of batteries for headlights, sterilizing solution, and bottled water.

Third NSVI Mission to Haiti – October 2011

Inspired by the success of the mission to Plaisance and the willingness of Pastor Myrtil to lead another, NSVI made plans to return directly to Plaisance in October. Pastor was scheduled to be in Pilate and Plaisance in October to work on his other mission, the Duvivier Project, with supporters from a church in Indiana. Drs. Stein and Suarez would return to Plaisance after he had been in Haiti for enough time to set up a location and spread the word that free vasectomies would be offered October 10 & 11. They would save transport time by taking IBC Airways nonstop from Ft. Lauderdale to Cap Haitien, where Pastor Myrtil would pick them up for the two-hour drive to Plaisance. Orlando Pediatrician Dr. Ted Kaplan (who introduced Drs. Stein and Lolagne to each other) offered the assistance of his organization, the Cap Haitien Health Network. In fact, his Haitian-American wife Elizabeth would accompany Drs. Stein and Suarez on their flight from Florida to Cap Haitien. Dr. Lolagne and his surgical assistant Lisette offered to drive Elizabeth and any other CHHN staff from the airport to Plaisance. And thus began the Third NSVI Mission to Haiti.

During this second mission in Plaisance, the NSVI Team performed 44 vasectomies, up from the 32 performed in Plaisance during the mission of May 2011. We have every reason to believe that the numbers performed during future missions will continue to rise as the men and women of Plaisance enjoy the freedom to nurture the children that they already have without concern for unwanted pregnancy and the burden of too many children.

Without the dedication and assistance of the Haitians and Haitian Americans who share our vision, these missions would not be possible and the families of Plaisance would not have the option of quality dependable male-oriented contraception.

We cannot continue without donor assistance. The Board Members of NSVI have given thousands of personal dollars to support the missions of NSVI. Ourvolunteers in the Philippines in Haiti are paid to barely cover expenses, but it hardly covers their time. Only a love of their homelands and a deep-seated belief that their services will enhance the lives of their countrymen inspires them to help year after year. Even if the Board had unlimited personal funds, the IRS requires that 501(C)(3) corporations demonstrate that substantial support comes from outside the organization. A donation to NSVI is support for children, who can claim more of their parents’ emotional and financial support if they do not have to compete with numerous siblings. A donation to NSVI is a donation to the environment and wildlife, elements of which can be saved only if we can control the human population, a population which will inevitably take back what has been set aside for wildlife as a matter of their own survival. Please help us to continue our mission. In doing so, you’ll make it your own!

Responsible parenthood

I do not see population explosion as the core issue on the RH bill. Countries with large populations, such as China and India, are surging ahead as emerging world economic powers. In the Eastern European countries, the unfavorable dependency ratio or overly slow population growth, is threatening the survival of seniors, whose pension and health plans cannot be properly covered by the inadequate contributions from the younger generation.

My own view is that the core issue on the RH bill is that of enabling a Filipino family to live within its size and means, to the end that it is able to provide a good quality of life for its desired family size.

There is no need to debate that in fact, most of our families are unable to provide adequately for a better life for its members, in terms of education, proper nutrition, shelter, and good health. These are the basics that they need to provide, in order that the next generation may have broader options in opportunities for the kind of life they would prefer to have. Surveys have shown that the Filipino couple prefers to have fewer children than they already have.

When a couple does not plan the size of their family, and does not, or is unable to ensure that their goals are met, they are acting irresponsibly, or are deprived of true freedom for themselves, and especially for their descendants.

There is a time for everything. At this time in our country, we are not able to provide enough jobs, and enough social services to enable the large majority of our families to obtain proper schooling, easy access to quality health care, decent housing, and proper nutrition. The percentage of families that suffer involuntary hunger is shamefully large. Because of irresponsible use or misuse of our natural, economic and fiscal resources by previous generations, we have to run in order to stay in place. There is so much catching up to do.

Meanwhile, all the stakeholders, the Filipino families, the government, and social institutions including the religious must work together to ensure that until we are able to provide adequately for present and future needs of our families, we must educate young couples and enable them to effectively determine the size of the families that they will responsibly bring into this world.

As the President has said, we must inform and educate couples on how they can do this; and help provide those who are unable to obtain the means with which to freely and effectively determine the size of their families with the means. This way, we ease the burden for responsible parenthood on both the family and the state.

The Catholic Church has no business interfering in the government’s work of enabling families to take better care of their own, by enabling them to procreate and live within their means. There is enough evidence that natural family planning methods are ineffective in most cases. Celibates have no idea how difficult these are to implement effectively. And it is not true, as pro-life advocates have been claiming, that the pill causes abortion. This campaign has gone too far and is irresponsible. The authority on this matter should be obstetrician-gynecologists and scientists who are experts on human fertility matters, not morality ideologues.

As our country is able to catch up and provide enough of the social service needs of our people, and as urbanization and better education enable couples to effectively determine the size of their families, there will be less need for laws to be enacted just for the government to be able to provide family planning education and methods to help the poor. They will be able to help themselves. And there will be less of them.

Meanwhile, unless we pass the RH bill now, most of our families will continue to be deprived of adequate food, health care, housing, and education. And the Philippines will continue to be a nation unable to provide its people with their basic freedoms: from hunger, from ignorance, from disease, and from stunted development of their human potential. We will continue to see hungry, ill-clad, and dirty children walking the streets at night, sleeping on pavements, because their parents were not prepared to have them. We will continue to have landless rural poor cutting young trees in the forests and destroying mangroves and our sustainable environment, in order to turn them into marketable charcoal. This is cruel, irresponsible, and un-Christian; and we cannot continue to allow it. Ladies and gentlemen of Congress, we must pass the RH bill now!

Feb 2, 2011 - NSVI sponsored a group of families@ the Gawad Kalinga (GK) village. They visited also those who have had NSV the previous year

But first, a little flashback to last year.GK is a refuge for poor people who need homes. Concrete 1-room row houses financed by donations provide high-density shelter for families large and small. Each home is about 20 ft. x 20 ft.

In 2010, some homes were still under construction, but many were completed

The fronts of the homes (above right) face a wide alleyway divided by a planter, whereas the backs of the homes faces muddy narrow unpaved alleyways (right) where laundry dries slowly in the humid air.
We explained vasectomy to Angela (above right), who had had 11 children, with hopes that she would inspire her husband to come for a vasectomy later that day when he returned from work as a putt-putt (bicycle with a passenger seat) driver.
Some tenants managed to procure a few wood panels to create a barrier between the living area and the one "bedroom", but most just hung a curtain. If there was a bed, it was tiny. Most tenants just slept on thin blankets or mats.

There were some electronics, but electricity was sporadic and many electronics did not work and seemed to be retained more as ornaments than for their functional value.
No units had running water, so tenants made regular trips to the community well, and a few units (below left) had old water coolers to serve as storage receptacles for the well-water

Children were everywhere. Here they feast hungrily on some plain bread that we purchased from a vendor during our visit.

Most families had 4 or more children. Angela's family had 11 children all living and sleeping in her tiny home.
We left the women of GW with an open invitation to send their husbands to the nearby hospital for vasectomies, simple procedures that would provide more control over their family sizes. They explained that their husbands might refuse for fear of pain or loss of sexual function, but when we mentioned that we were offering each man $20 US to cover transportation costs and 2 days of lost income, their eyes brightened.

While we were visiting GW, our support staff was busy orienting the staff and counseling the patients. By the time we arrived, the men were waiting.

We quickly went to work, 3 NSVI surgeons sharing 3 tables in a single operating room

After their procedures, some patients were kind enough (and proud enough!) to pose for a group photo.

The nursing staff and students were also delighted with the photo op and the hospital director (blue/green top) was pleased to have offered his facility as a site for such a productive mission.

Later that day we returned to Gawad Kalinga. Angela was still holding her newborn baby and was proud of her husband (red shirt) for having his vasectomy earlier that day. He was feeling just fine!

So for them, 11 it will be. No more. An opportunity to focus on and nurture the children that they already have, and to enjoy sex without fear of another pregnancy, which, at this point, could pose a serious risk to her health.

2011 Visit to the village

We returned to Gawad Kalinga one year later, this time with the filmmakers who are preparing a documentary on Male Involvement in Family Planning and World Population Issues. It was a weekday and the men were off working, some locally, some overseas.

Angela was still there,(unfortunately her youngest/11 child died, medical needs not meet due to financial difficulty) but since the husband had NSV already, they were glad she wasn't pregnant anymore!

Now she had time to tend her own garden.

And Malinda, all of whose husbands had undergone vasectomy by us last year. Malinda had had 3 children and her one room living area looked like a school room with a little worktable and ABCs on a bulletin board

and there was a 4th young mother (4 children, green shirt) whose husband had opted also for vasectomy in last year's mission. So, these are the wives of the men who had NSV 2010

They were all so pleased with the freedom granted by their husbands vasectomies. Other women asked if their husbands could have vasectomies.

Since we were not using the nearby hospital in Talisay this year, arrangements were made by Juanita for us to perform vasectomies in the recreation room of GK, but the proposal was stifled by Couples For Christ, an organization with a big influence in the community.

We felt good for the children whose parents could now be focused more on them than on competing younger siblings.

What's wrong with NSV Billboards ?

w/o our knowledge

Prior to this mission, we decided to increase public awareness of vasectomy by use of billboards as has been done in Florida. Communicating with Frohnie by e-mail, we designed and purchased vinyl displays (bulletins, as they are called) and reserved available billboard space. The two bulletins were hung about one week before our arrival, and below are the photos taken by the billboard company Alcordo as proof of installation.

However, we learned even before we arrived that the bulletin in Talisay had been removed by the mayor's staff and that Alcordo had been told to remove the bulletin in Cebu. Sure enough, when we went to investigate ...

.. our bulletins had been removed and the space in Talisay was even being marketed, right during the dates of our rental agreement. We had been counting on these bulletins to increase awareness of our mission, and now they were gone! Even after we had paid for them!

So we headed straight for city hall. The mayor denied any responsibility for the order to remove the bulletins and deferred to his administrative assistant, who is also his brother.

Both men explained that these are delicate issues; both denied our requests to allow the bulletin to be posted; but they did agree have city personnel bring the heavy vinyl to us at Sacred Heart Hospital.

We then went to the corporate offices of Alcordo to try to get them to rehang the vinyl in downtown Cebu. It was near closing time and they were cordial, but the Director made it very clear that she would need "approval". From whom? Well, from Monsenior Dakay, the Media Liaison Officer of the Archdiocese of Cebu. She needed the approval of the Catholic Church. It becamse very clear who was running things in some areas of the Philippines. The clergy can make or break the politicians, who have the power to grant or deny licenses for billboards. So Alcordo had to stay in their good graces.

What was so interesting through all of this was the fact that the film crew was never asked to turn off their cameras. Not in City Hall, not in the corporate offices of Alcordo, not in any hospitals of clinics where our services were provided. Not even in the offices of the mayor of Hilongos, where we were to learn in a few days that we were no longer welcome to use the main street clinic where we had performed so many vasectomies last year. The film crew (Jonathan, Saralena, and Joel) had never worked in such a camera-friendly environment. So they took advantage and documented it all.

Just prior to visiting our billboards, we had spent part of the morning at a very poor neighborhood called Gawad Kalinga, which is in Talisay, close to the hospital in Talisay where we had performed vasectomies during our 2010 mission. Gawad Kalinga is special to us and requires it's own web page.

While the 3 vasectomists/surgeons were doing the NSV procedure inside, Social Worker/Facilitator Frohnie and NSVI cofounder Bob Kiamco, with BHW Merlyn, conducted NSV Education to local men, emphasizing on the No Changes/No Side Effects whatsoever on the sexual functioning or strength of the men... having had Vasectomy many years ago

The news media were there to interview the NSVI Team, in this photo, interview with Ramon Suarez,President and Co-founder of NSVI. We were immediately challenged with questions about how we would respond to opposition form the Catholic Church.

Conversation re: NSV with Dr. Joseph Alesna, NSVI certified local NSV provider and Dr. Ronald Suarez, New York based practitioner, but underwent NSV @Sacred Heart Hospital few years back, son of NSVI Pres. Dr. Ramon Suarez who also had Vasectomy many years ago.

After a long first day of the NSV Mission, deserved a nice meal at a Cebu restaurant. Their first evening meal: Dr. Ramon Suarez,(NSVI Pres.) 2011 Vasectomy Mission to the Philippines

From February 1 through February 8, 2011, I had the privilege of providing vasectomy services at three sites in the Visayas region of the Philippines. The main site was Sacred Heart Hospital, which is the teaching hospital for Southwestern University Medical School. The mission was sponsored by No-Scalpel Vasectomy International, Inc. (NSVI) and supported in part by the Bisaya Medical Association. In eight days, 270 vasectomies were performed by 4 surgeons. As word and testimonials spread through local communities, enthusiasm increased, and 107 vasectomies were performed on the last day of the mission alone (Feb 8). These photos were taken after a busy afternoon on February 7. Beside me (above) and with the biggest smile of the group is Frohnie Cagalitan, MSW, our in-country mission coordinator. Beside her is Joseph Alesna, MD, our in-country vasectomist who provides vasectomies all year long, and in front of them are Bob Kiamco, Chairman of NSVI, and Ronald Suarez, MD.

The many patients served that day were all very pleased.

Science Technology and Society Blogs: Pro-Choice, Pro-QUALITY Life (Jannie Icban's Reaction to the RH Bill...)

Two groups of people known as the “pro-choice” and “pro-life” are taking the center stage in the news media on their argument whether the Reproductive Health bill should be passed or not.

It became a big issue as both groups had reached to the point of calling each other names like “Satan” and “Damaso”. According to the proponents of the bill or the pro-choice, this bill aims for responsible parenthood and freedom to choose the method of family planning to be used that would lead to a lower population growth rate in the Philippines. However, the opponents of the bill or the pro-life, consist mainly of the members of the Catholic Church, say that this bill would bring down morality by promoting pre-marital sex and by encouraging about-to-be mothers to kill their unborn child.

If the case is like what the pro-life says, then I also oppose the bill. However, as I read and analyze the contents of this proposed law, I don’t think this bill would be what they claim to be immoral. It does not promote pre-marital sex among teenagers because of its proposed sex education in school.

Rather, it aims to EDUCATE teenagers on reproductive health, the consequences of having sex and the different ways of family planning, to guide them towards becoming responsible parents someday. I think that the claims of the church are somewhat misleading people to think that this bill is into “allowing everyone to have sex as long as it is safe”.

I believe that there is a link between the Philippines’ rapid growth rate and poverty. A lot of Filipino families are suffering from poverty because they give birth to more than they could feed. Its roots come from poor family planning. As the government seeks to educate people on family planning through this bill, I think more Filipino couples will become smart and responsible parents. It is by planning the number of children that you can care for to bring into the world can we experience a better quality of life.

Also, I think that this is actually a “pro-informed choice bill”. “Informed” in such a way that people will be taught of everything that concerns their reproductive health, like responsible parenthood, STDs, modes of family planning and government support to reproductive health. People are fed with several information, which they could use to make smart “choices” for their future.

Separation of Church and State

However, this bill has again created an unpleasant atmosphere between the state and the church. I am a Catholic and I believe and follow the teachings of the church.

However, I think that the church should leave this issue to the state. This may be a country with majority of Catholics in it, but there are also non-believers who need support by the government in protecting themselves from STDs and unwanted pregnancies. I also believe that we should not force them to follow our customs and beliefs.

The state is a neutral body in this issue. It does not support any way of family planning but rather make every way available for people to choose from. The church, instead of meddling with the matters of the state regarding this bill, should focus on teaching its believers on what is right and wrong.

If the non-believers choose other methods of family planning aside from the natural methods, then the church should respect that. People have the freedom to choose. For me, religion is a matter of belief and it should not be forced to everyone.

Virulently toxic is the only way to describe the current political environment surrounding the debate over the Reproductive Health (RH) bill pending in Congress. Bishop Nereo Odchimar, head of the powerful Catholic Bishops’ Conference of the Philippines (CBCP) raised the temperature level to fever-pitch when he announced last September that the Church may excommunicate President Benigno “PNoy” Aquino III if he continues with his support of the RH bill.

Cebu Archbishop Jose Palma, CBCP vice president, followed by shrilly denouncing RH supporters as “no better than terrorists because the measure could lead to the death of innocents.”

Many priests have even refused to give Holy Communion to known supporters of the RH Bill. But those same priests see no problem in handing them out to known murderers, drug dealers, plunderers, or philanderers as long as they oppose the RH bill.

During this past Holy Week, a Baguio priest asked RH supporters who were attending mass to leave his church. “What is the use of going to Church if you’re pro-RH bill?” he asked them.

Two weeks ago, Philippine Catholic Church leaders allied with the Citizens Alliance for the Protection of Human Life (CAPHL) called on lay Catholics to refuse to pay taxes to protest the RH bill. Rep. Mikey Arroyo, charged with failing to pay P73 million pesos in back taxes, can now claim religious conviction as a defense.

[Senator Miriam Defensor-Santiago pointed out that Catholic priests don’t pay taxes so “how can they call on their followers to break the law and risk going to jail when priests risk nothing?”]

Philippine Protestant churches and the Iglesia ni Cristo (INC) have expressed their full support for the RH bill as has esteemed constitutional scholar Fr. Joaquin Bernas who has been criticized as a “Judas” by some members of the Catholic hierarchy because of his refusal to join what he calls “the rabid attack dogs against the RH bill”.

Fr. Bernas wrote that “there are many valuable points in the bill’s Declaration of Policy and Guiding Principles which can serve the welfare of the nation and especially of poor women who cannot afford the cost of medical service.”

The current toxic environment would have been completely unnecessary if Pope Paul VI had only adopted the recommendation of the papal birth control commission in 1966 to lift the Catholic Church’s prohibition against contraception.

The commission was formed as a result of discussions within the Church at the highest levels about the need to reevaluate the Church’s prohibition against all means of contraception. This was in line with the call by the Second Vatican Council for greater integration of scientific knowledge into church teaching.

In response to this push for church modernization, Pope John XXIII established in 1963 a small commission for the Study of Problems of Population, Family and Birth which his successor, Pope Paul VI expanded to 58 members.

The commission’s job, according to Frances Kissling, president of Catholics for Free Choice, was to study “whether the pill and issues such as population growth should lead to a change in the church’s prohibition on all forms of contraception.”

As Kissling wrote, the papal commission was composed of bishops and cardinals, including a Polish bishop named Karol Wojtyla, the future Pope John Paul II, who was not allowed by the Communist government of Poland to attend meetings. They were assisted by scientists, theologians—including Protestants, whose church had ended its own opposition to contraception three decades earlier—and even several lay couples.

The commission sought to reconcile the Church’s historic opposition to contraception with its encouragement for Catholics to plan their families, bear only the number of children they can afford, and to consider the impact of family size on a community and the planet.

The commission, headed by Dominican Fr. Henri de Riedmatten of the Vatican’s Office of Secretariat of State, discussed the 1930 encyclical (papal letter) of Pope Pius XII called Casti Connubii (“on chaste wedlock”), which acknowledged that couples could seek pleasure in their sexual relations, so long as the act was still somehow linked to procreation.

After three years of deliberations, the commission in 1966 presented its preliminary report to Pope Paul VI which recommended lifting the prohibition on contraceptives. Of the 40 active members of the commission, 35 supported the majority report which was published in the National Catholic Reporter and appeared in other publications in 1966.

Of the five bishops who dissented from the majority, three met privately with the pope to urge him to reject the majority’s recommendation. One of them was Cardinal Alfredo Ottaviani, the head of the Congregation for the Doctrine of Faith and a powerful church conservative.

Two years after the report was presented to him, Pope Paul VI rejected it and instead issued the encyclical Humanae Vitae, likely written by Cardinal Ottaviani, which affirmed the church’s official ban on all forms of artificial contraception.

As Kissling noted, the Church’s prohibition on contraception “would help erode the church’s power with European and American Catholics. Lay people overwhelmingly disregarded it, and bishops throughout Europe undermined it with statements reassuring couples to “follow their consciences.” American bishops were more circumspect, but a survey of Catholic priests in the early ’70s showed that about 60 percent of them believed the prohibition was wrong. Fr. Andrew Greeley, a noted sociologist, traces the decline in church membership and even vocations to the priesthood in the mid-1970s to Catholics’ disillusionment with the church’s integrity on birth control.”

The Vatican ignored the opposition of Catholics in Europe and the US and focused on Africa, Latin America and Asia where bishops were considered to be more dependent on Rome for support. The Vatican also linked modern birth control to European and American colonialism, advancing the novel argument that western colonialists want to control poor people and reduce their numbers instead of addressing the real causes of poverty.

The Vatican strategy has worked particularly well in the Philippines where, under Spanish colonial rule, the most conservative Spanish priests were often assigned to the Philippines to spread their most extreme interpretations of church theology.

Their toxic colonial legacy lives on.

THE DEBATE over the reproductive health bill points to the fact that, with some

exceptions, those against it are really arguing not from rationality but from faith in the Catholic dogma.

The central argument in the basic Church doctrine against the use of

contraceptives, Pope Paul VI’s Humanae Vitae, is indeed a metaphysical claim:

that the Church has a privileged knowledge of natural law, and that the use of contraceptives violates this law since it prevents sex from undertaking its “natural function” of procreation. We should be thankful that the Lord in his kindness designed sex to feel good, but the natural law should be complied with, it says.

But what does the Holy Bible really say about artificial contraceptives and, for that matter, sex?

Anti-RH bill Rep. Amado Bagatsing, during a congressional hearing, was quick to quote the God of the Book of Genesis: “I cannot be wiser than the Creator. The Lord said, ‘Be fruitful and multiply.’”

However, a divine directive to multiply wasn’t really needed during those ancient times; it was plain common sense. With continuous wars, high infant mortality rates, diseases that were incurable, and numbering only 50 million during biblical times, homo sapiens would have been extinct within a few centuries if those living then did not multiply fast.

Unfortunately, man cannot report back to God now: “Umm, Lord, we enjoyed multiplying so much that we are seven billion now, and we are just multiplying the poor and human misery. Can we at least slow down this multiplying now?”

Moreover for ancient tribes, with little technology, the more people they had, the more powerful they would be economically (more labor power) and militarily (more soldiers). And since women solely carried the burden and the pain of procreation during that patriarchal era, the idea of artificial contraception could not have been conceived.

But even then, rather than solely as a means to procreate, sex in the Old Testament is referred to more often as something to be enjoyed, as long as certain taboos are complied with, among them, sex with a menstruating woman (Leviticus 18:19), incest (20), homosexuality (22) and bestiality (23).

King Solomon, known for his God-given wisdom, had 700 wives and 300 concubines, and I don’t think he took on the arduous task of sleeping with 1,000 women solely in order to rapidly increase Israel’s population.

Our Bible studies at the Ateneo high school even inadvertently introduced us to our first erotic literature: the “Song of Solomon.” Our Jesuit professor, of course, argued that it was simply a metaphor for Yahweh’s love for the Israelite nation, which amazingly presaged Christ’s love for his “wife,” the Church.

Fine, but for a metaphor, the writer wrote so sensuously: “My Beloved thrust his hand into the opening, and my inmost being yearned for him”; “Let him kiss me with the kisses of his mouth”; “Thy two breasts are like two young roes that are twins, which feed among the lilies”; “Honey and milk are under thy tongue.”

Metaphor or not, it’s pretty clear that the Song celebrates the joy of sex, without even any reference to its “natural” function of procreation.

Transcending what evolution has created in our bodies is one major hallmark of humanity. Evolution developed our gatherer-ancestors’ eyes’ capacity for color in order to quickly pick out the ripest of fruits. But we have transcended that to enjoy the colors of a Van Gogh or a Mondrian. Evolution created for us a pair of ears which gave our hunter-ancestors the ability to triangulate aurally so as to determine accurately where a prey, or a predator, was. But we have transcended that to enjoy Bach’s or Mozart’s symphonies. Even the human mind evolved to imagine where a fruit or a prey would be in the future, and it has been fathoming the secrets of the universe. The same with sex: we go beyond its procreation function.

Sex is so natural (at least for males) in the Old Testament that it doesn’t even condemn procuring prostitutes. On his way to work, the prophet Judah fancied a young woman who he thought was a prostitute, offered a young goat as payment “to come into” her, did it, and made her pregnant (Genesis 38:16, King James Version). Polygamy was the norm in the world of the Old Testament: the prophet Jacob even had two sisters as wives at the same time, and obviously not content with that, had two more slave concubines.

As it was during Old Testament times, birth control in New Testament period was utterly inconceivable, as overpopulation was during those times. Having more people in fact was not a problem but a solution to a tribe’s and a family’s survival.

In the New Testament, there is not even a hint by Jesus that it is a sin to use artificial contraceptives. Jesus, however, is a bit contemptuous not only of sex but even marriage, seeing these as distractions on the way to His Kingdom.

The Old Testament simply reflects the mores and national dreams of a particular community at a particular time. The New Testament, on the other hand, reports what a breakaway Jewish sect said were the teachings of Jesus the Messiah for man to enter the Kingdom of God.

Overpopulation and artificial contraception were simply beyond the biblical writers’ world-views, just like many modern issues, including women’s rights, democracy, weapons of mass destruction, stem-cell research, cloning and homosexuals’ rights. We cannot seek guidance from the Deity, His Book or His purported representatives to address modern issues. We can only decide solely on the basis of reason, on our consensus on what it means to be human, and on what we determine to be the requirements for our species’ survival in this particular era.

WHEN THE anti-RH Catholic lobby insists that the poor buy their condoms with their

own money, they act like a modern-day Marie Antoinette to whom we now miss

attribute the infamous quote: “Let them eat cake.”

Yesterday’s Inquirer (“Salve’s life: A strong case for RH bill,” by Kristine Felisse

Mangunay) featured Salve Paa, a 37-year-old Filipina who lives in a resettlement

area in Valenzuela City, in a 32-square-meter space with an earthen floor that gets

wet when it rains and a latrine consisting of a hole in the ground.

She and her husband support their eight surviving children on a combined

monthly wage of P5,200. During their 27 years together, she has actually

given birth to 12 children but four have died, including Christian who died at 4,

Trisha who died at 7, and Sarah Fe who died at 10, all of infection by “pathogenic

microorganisms.” Angelito, age 3, is sickly and relies on blood transfusions at

the National Children’s Hospital. None of the kids finished

grade school. Ana Liza, who dropped out at Grade 6, has the highest educational

attainment. Aries and Albert, reached Grade 1 and Prep, respectively. Salve has

repeatedly asked the two older boys, Alvin and Albert, to live on their own but

—as a mother—has always taken them in each time they came back.

Had she known about family planning sooner, she would have chosen not to have

so many babies. And here’s the shocker. Salve is pregnant, her 13th pregnancy

and the 11th mouth to be fed on their measly budget.

And Salve is even lucky. It is a feat that her starved body has been sturdy

enough to withstand her 13th pregnancy.

I wonder: What would the anti-RH Catholic say to Salve? Would they preach

the dignity of life to someone who sleeps a few feet away from the stench of

an open latrine? Would they preach the sanctity of life to a mother, three of whose

kids died young and whose lives could have been saved by decent sanitation?

Would they preach family values to a loving mother who miraculously manages

to stretch her meager budget?

The RH bill need not solve poverty. All it must do is help mothers like Salve

plan the number and spacing of their children as a way to cope with poverty.

Anti-RH activists prescribe all those wonderful solutions to poverty - anti-corruption,

more foreign direct investments, more education, more spiritual blessings. I ask them:

In the meantime that your solutions haven’t worked, and surely it hasn’t been

for lack of trying, should we just leave the millions of Salves unprotected from

unwanted pregnancies —when there are cheap and simple alternatives?

Surely, the anti-RH advocates reply, there is an even cheaper, church-approved

option: the rhythm method that enables couples to have sex in such a way that they

deliberately avoid pregnancy. But I wonder: If sex without procreation using

rhythm is alright, why would Catholics object to sex without procreation

using condoms? Same thing really: coital pleasure without babies.

The only difference is that rhythm requires sacrifice during the fertile period.

But isn’t that attitude rather too medieval, like walking on one’s knees all the

way to the altar, or praying the Rosary with arms outstretched, or flagellating

oneself during Semana Santa? Why should the modern Catholic approach

sex as if it were a privilege to be earned through self-mortification and paid

for with pregnancy? Isn’t it enough that it be an expression of love within

the confines of the marital bedroom?

The clergy’s “Let them eat cake!” approach is strange, coming from a Church

founded on compassion for the poor. I am no Bible-thumping Catholic, but I

recall some biblical passages about those who were punished because they

had “pride, excess of food, and prosperous ease, but did not aid the poor

and needy,” who “harden[ed their] heart [and] shut their hand from the poor,”

and of “the righteous who [were] concerned for the rights of the poor [and]

the wicked [who were] not.” Whatever happened to the

“preferential option for the poor”?

Why then all the Catholic passion against sexual passion? Because for the Filipino

clergy, the showdown over the RH bill is no less than a battle for the soul of

Filipino Catholicism. The battle is not against the infidels at the gate. It is against the

infidels within the gates, those modern Catholics who would not obey blindly, who

would think for themselves, who would step outside the temples to live the faith

in their daily lives and not just in holy rituals.

That should explain the hard-line, scorched earth strategy now waged by the

traditional clergy. One church official called RH champions “no better than

terrorists” and supporting the RH bill as “almost like becoming Judas.” One bishop

has issued a “Clarificatory Note” warning his flock: “Any Catholic who freely

identifies himself or herself [with Catholics for Reproductive Health]

gravely errs” and “endangers his own spiritual well-being.”

Someone should tell them that those who support the RH bill actually aim to

lessen the half a million abortions in the country each year, foster family

unity and enable parents to raise their kids in dignity and with love, and ensure

the moral upbringing and physical well-being of vulnerable children.

Deep-down, the serious traditional Catholic actually shares more dreams in

common with RH advocates. Conversely, if one looks at the array of anti-RH

politicians, I wonder if these guys have genuinely shunned contraceptives

in their private lives as piously as they now publicly proclaim. Politics indeed

makes strange bedfellows, and politics, and not faith, is what the anti-RH crusade is.

Surely there must be something in the Bible that condemns hypocrisy.

Current Pope’s Statement on Conscience

The current Pope, Benedict XVI, wrote in 1976 (as Josef Cardinal Ratzinger) that one’s own conscience is primary, even over the Church, when considering matters of morality:

“Over the pope as the expression of the binding claim of ecclesiastical authority there still stands one’s own conscience, which must be obeyed before all else. If necessary even against the requirement of ecclesiastical authority. This emphasis on the individual, whose conscience confronts him with a supreme and ultimate tribunal, and now which in the last resort is beyond the claim of external social groups, even of the official Church, also establishes a principle in opposition to increasing totalitarianism.”[15]

Legacy of Humanae Vitae

In 1963, 70 percent of Catholics believed that the pope derived his teaching authority from Christ through St. Peter. By 1974, only 42 percent believed the same thing.[8] By 1999 nearly 80 percent of Catholics believed that a person could be a good Catholic without obeying the church hierarchy’s teaching on birth control.[9] Catholic sociologist Andrew Greeley noted in 1985: “Certainly never in the history of Catholicism have so many Catholics in such apparent good faith decided that they can reject the official teaching of the church as to what is sexually sinful and what is not, and to do so while continuing the regular practice of Catholicism and even continuing the description of themselves as good, strong, solid Catholics.”[10]

John Paul II Takes a Hard Line

A refusal to tolerate any public dissent on the encyclical quickly became one of the hallmarks of John Paul II’s papacy. He moved aggressively to quell any dissent on the encyclical, promoting to the highest ranks of the hierarchy only those priests and bishops who agreed wholeheartedly with the ban and taking disciplinary action against clergy who dissented publicly. Widely respected Jesuit theologican Avery Cardinal Dulles said that adherence to Humanae Vitae became a “litmus test” that trumped all other issues, which resulted in the exclusion of qualified theologians from teaching positions and the advancement of bishops of “debatable quality.”[11]

Rhetorically, Pope John Paul II raised the teaching on contraception above almost all else in the church, using language that confirmed it was absolutely inflexible. In 1983, he issued a statement that said: “Contraception must objectively be considered so illicit that it can never for any reason be justified,” in response to several national bishops’ conferences which had suggested that contraceptive use (not abortion, but contraceptive use) was not a grave offense in situations such as when conceiving a child and becoming pregnant would threaten a woman’s health.[12] In 1988, he told Catholic theologians that they could not question the ban on contraception and to do so would be like questioning “the very idea of God’s holiness.”[13] In 1989, he sidestepped the fact that the teaching had never been declared infallible by proclaiming that Humanae Vitae had been “written by the creative hand of God in the nature of the human person.”[14]

Pope Paul VI Overrules the Commission

The dissenting members prepared a “minority report” which stated that the teaching on contraception could not change, not due to a theological principle, but because the Church could not admit it was wrong: “The Church cannot change her answer, because this answer is true…it is true because the Catholic Church instituted by Christ…could not have so wrongly erred during all those centuries of its history.” It went on to say that if the hierarchy was to admit it was wrong on the issue, its authority would be questions on all “moral matters.” Pope Paul then went on to write the encyclical Humanae Vitae.[3]

Reaction to Humane Vitae

No sooner was Humanae Vitae released than it was met with an unprecedented torrent of dissent from inside the church, most of it asserting that Catholics were free to follow their consciences on the issue of birth control. Many of the world’s most noted theologians dissented, and the theological faculties of Fordham University, St. Peter’s College, Marquette University, Boston College, and the Pope John XXIII National Seminary issued public statements of dissent, as did 20 of the most prominent theologians in Europe.[4]

The statement said that the encyclical was flawed in its assumptions and reliance on an outmoded conception of natural law and that “it is common teaching in the Church that Catholics may dissent from authoritative, non-fallible teaching of the magisterium when sufficient reason exists.” It concluded that “spouses may responsibly decide according to their conscience that artificial contraception in some circumstances is permissible.”[5]

Bishops around the world officially accepted the encyclical but reaffirmed the right of Catholics to follow their consciences on the birth control decision. The Canadian bishops released a statement saying that Catholics who “tried sincerely but without success” to follow the encyclical “may safely be assured that whoever honestly chooses the course which seems right to him does so in good conscience.”[6]

Bishops’ Conferences in Belgium, German, the Netherlands, France, and Holland issued similar statements. The National Conference of Catholic Biships said Catholics in the United States should receive the encyclical “with sincerity…study it carefully, and form their consciences in that light.”[7]

In 1965 a papal commission created by Pope John XXIII voted overwhelmingly to rescind the ban on artificial contraception, saying that it was not “intrinsically evil nor the popes’ previous teachings on it infallible. The commission argued that there was no good theological basis for the ban. It studied the hostory of Catholic teachings on contraception and found that many of the scientific and theological underpinnings of the prohibition on contraception were flawed or outdated.[1] The commission was then joined by a group of 15 bishops who after hearing the evidence voted 9 to 3 (with 3 abstaining) to change the teaching of the church. The official report of the commission said:

the teaching on birth control was not infallible;
that the traditional basis for the ban on contraception–the biblical story of Onan, who spilled the seed–had been interpreted incorrectly in the past;
that the regulation of fertility was necessary for responsible parenthood and could properly be accomplished by intervening between natural processes;
and, finally that the morality of marriage was not based on “the direct fecundity of each and every particular act,” but on mutual love within the totality of marriage.[2]

Surveys have shown that more and more Filipinos – particularly women – want more access to information regarding family planning options. After all, it is the women who are most affected by this issue. Every time a woman gives birth, her life is also at risk, and it does not matter if she is rich or poor.

According to data by the Guttmacher Institute, 3,500 pregnancy-related deaths occurred in the Philippines last year, twice the annual average of 1,783 deaths recorded from 2000 to 2004. The report also disclosed that some 30,000 Filipino babies died a month after birth, and that an estimated 52,000 babies did not live long enough to celebrate their first birthday.

Experts aver that high infant mortality rates are connected to maternal mortality, since it would be difficult to nourish a child if the mother herself is not healthy.

Proponents of the reproductive health bill admit that pushing for its passage has been an uphill battle especially with the influential Catholic Church exerting every effort to block it. Even Speaker Prospero Nograles has admitted that HB 5043 is the most difficult to pass, with members of the lower chamber divided over the issue.

Some are also predicting that even if the Lower House passes the bill, it will most likely be killed in the Senate because the “presidentiables” are not inclined to clash with the position of the Church. But then again, the late Jaime Cardinal Sin campaigned against one of the strong proponents of population management, then Health Secretary Johnny Flavier when he was running for the Senate. But the Catholic influence on voters turned out to be a myth, because Johnny Flavier still came out Number 2.

No doubt the reproductive health issue is contentious – but we need to “take the bull by the horn.” Because no matter how much the economy expands or grows, it would be difficult to feel its benefits trickling down to the poor majority if the rapid population growth outpaces economic growth.

Being an economist herself, GMA only knows too well what Gary Teves is talking about. If she really wants to leave a good legacy as she has repeatedly expressed, then this is one time when she has to show political will and exert all effort to get House Bill 5043 passed in Congress.

For the first time, a Cabinet official of the Arroyo administration has publicly admitted that the reason why economic benefits are not trickling down to the poor is due to the country’s high population growth.

Finance Secretary Gary Teves even used imagery to illustrate his point, correctly pointing out that people will just have to make do with a smaller slice of the economic pie since there are just too many people being added to the lower sector of society – averaging at four babies born every minute in Luzon and Visayas and as high as six babies per minute in Mindanao – where poverty is growing at an extremely rapid rate.

An informal survey showed that businessmen all over the country believe that we need to manage our population in order to catch up with the rest of our neighbors in Asia – a sentiment that has long been echoed even by foreign businessmen who have been urging legislators to pass the reproductive health bill.

These businessmen clearly see the correlation between high population growth and poverty, and thus have been urging government to adopt a good population management policy to help alleviate the problems of unemployment and hunger, maternal health issues and infant mortality rate, among many others.

According to the Joint Foreign Chambers, poverty is not only tragic; it is also bad for business because it leads “to weak consumer demand and low public sector revenues.” What’s even more disturbing is the prospect of social unrest and instability which could discourage businessmen from investing into the country – pegged as the 12th most populous nation in the world.

During the visit a few months ago of Ambassador Alistair MacDonald, head of the Delegation of the European Commission in the Philippines, he said “the continued rapid population growth in the country is draining health and economic resources and slowing down economic growth.”

Rapid population growth, MacDonald added, is also threatening the sustainability of rural livelihoods and destroying natural resources – and the poor are the ones who pay “the highest price.”

While corruption is being blamed for rampant poverty in the country, the overwhelming number of people makes it difficult for any government to efficiently deliver basic services especially to the poor – who comprise the majority of the estimated 92 million Filipinos today. Take for instance education.

No matter how many thousands of schools are built, it would still be difficult to accommodate the number of new schoolchildren numbering millions trooping to school, with the disturbing sight of these kids huddled like sardines in their classrooms.

It’s rather unfortunate that so many misconceptions are being spread against House Bill 5043, like the fallacy that it advocates abortion. On the contrary, the bill repeatedly underscores that abortion is illegal and criminal. Not even the most liberal of legislators will agree to abortion.

As explained by Congressman Edcel Lagman, the bill’s proponent, it is a “pro-quality of life” legislation that seeks to empower couples to plan and space the number of children they want to have by giving them adequate information on the kind of options they have.

Simply put, the RH Bill aims to give couples informed choice. If they want to have as many as eight children, that’s their right and their choice. But more likely than not, without awareness of family planning options, they might end up having 10 or a dozen children – more than the eight they originally wanted.

This is not meant to discriminate against the poor, but tell me – if a couple can hardly feed and adequately support the needs of three children, should they in all conscience bring three more children into this world? ( to be continued ... Part 2 )

Against Abortion? then support Reproductive Health!

If people are against abortion then they should support Reproductive Health!

The rich have easy access to RH services, they can go to private clinics and hospitals for any RH related services that they need, including Family Planning Method of their Choice ( Permanent or Temporary Methods like Pills even the expensive Pills . . . they can have a choice! )

How about the poor couples? much as they don't want any more additional children, they have less or No Choice, they cannot afford to buy monthly the Family Planning commodities,ex. Pills@P40.00/month(cheapest) or Depo P100/3 mos. unless there are free supplies in the Health Center, but there is none.

CBCP's and the so called pro-life's "no-choice-NFP-only" method is NOT applicable to all couples, that is a fact! and they know that because the menstrual cycle of a woman varies therefore her ovulation period cannot be exactly determined. This is the reason why it is NOT EFFECTIVE to all women, plus if the husband or couple cannot abstain from sex during the ovulation period, it will never be effective!

So, the couple should have a CHOICE! on what method is effective for them, so that they won't have an unwanted/untimely pregnancy that may result to abortion.

Therefore, because we are against abortion, we have to support RH to prevent abortion!

Even if I am against abortion, i don't judge some women who undergoes abortion. Remember, there are women who doesn't want to get pregnant anymore but because they have violent/abusive husbands there is nothing they can do but to give in to sex with their abusive husbands and because they are not using any FP method, they'll get pregnant!

Since they wives has difficulty feeding/attending to her several children with a jobless/abusive and irresponsible husband ...the women usually will be forced to undergo abortion.

Therefore we have to ensure that RH services will be made accessible and available esp. to the poor couples!

*Poverty will greatly reduced if we provide the poor with choices or Options & Opportunities for them to be RESPONSIBLE!
